1. Industry Structure and Developments:

Indian Economy

India s textile sector is one of the nation s oldest and most diverse industries, deeply rooted in centuries-old traditions. The Union Budget 2026 27 places the textile sector at the heart of India s growth, underlining its strategic importance to the economy. By prioritizing this labor-intensive industry, the Budget acknowledges textiles as a key driver of job creation, export growth, rural livelihoods and sustainable manufacturing.

Notably, the Indian textile sector possesses significant intrinsic strengths- the country is the worlds largest cultivator of cotton by acreage , the largest producer of jute , the second-largest producer of silk and cotton , second major global hub in the man-made fibers (MMF) segment and the second-largest producer of polyester and viscose fibers . In the Union Budget 2026-27 , a comprehensive and integrated policy framework has been declared to bolster the entire textile value chain- from fiber to fashion, from village industries to global markets. Integrated Programme for the Textile Sector

With the objective of boosting competitiveness, fostering self-reliance and creating jobs, the Government has proposed an Integrated Programme for the textile sector, structured around four sub-components:

National Fiber Scheme: This scheme aims to build self-reliance across the fiber spectrum by supporting natural fibers such as silk, wool, and jute, alongside man-made fibers (MMF) and new-age fibers. By strengthening domestic fiber availability and encouraging innovation in advanced textile materials, the scheme seeks to reduce import dependence, promote diversification beyond cotton, and enhance India s capability in high-performance and specialized textiles.

Textile Expansion and Employment Scheme: Focused on modernization of traditional textile clusters, this component provides capital support for machinery, technology upgradation, and the establishment of common testing and certification centers. The scheme is expected to enhance productivity, improve quality compliance and enable large-scale employment generation.

Tex-Eco Initiative: The Tex-Eco Initiative promotes globally competitive and environmentally sustainable textiles and apparel (T&A) manufacturing. It aligns domestic production with international sustainability standards, and supports access to emerging green markets.

Samarth 2.0: An upgraded skilling programme , Samarth 2.0 aims to modernize the textile skill ecosystem through deeper collaboration with industry and academic institutions. It seeks to ensure the availability of industry-ready skilled manpower across the value chain.

The global textile market size was estimated at USD 1.16 trillion in 2025 and is projected to reach USD 1.61 trillion by 2033 , growing at a CAGR of 4.2% from 2026 to 2033 . The demand for textiles is rising due to fast fashion, growing urbanization, and increasing disposable incomes in emerging economies.

Tarpaulin And Textiles Sector:

This sector experiences a challenging operating environment and uncertainty over demand growth and volatility in raw material prices, it is likely that the sector s outlook will turn relatively positive. Margin pressure would persist for both the cotton and synthetic textile industries, driven by rising power and wage costs and higher interest rates. The cotton industry is presently facing challenges like slow demand and a loss in margins, but a recovery is expected on account of falling cotton prices, though this could be negated by further volatility in input costs or forex movements. The Tarpaulin Market supports diverse industries with annual global production exceeding 15 18 billion square meters of tarpaulin fabrics across agriculture, logistics, and construction sectors. PVC tarpaulin accounts for nearly 55 60% of total market share due to superior durability and waterproofing properties. PE tarpaulin contributes around 40 45%, driven by cost efficiency and lightweight structure. Transportation and logistics sectors consume over 35% of tarpaulin demand, while agriculture accounts for approximately 25%. Tarpaulin Market Insights highlight increasing adoption of UV-resistant fabrics capable of withstanding exposure beyond 3 5 years, particularly in outdoor industrial and infrastructure applications

The future of India s textiles industry looks promising, supported by rising domestic demand, growing exports, and policy interventions that are strengthening competitiveness. The sector, which already contributes around 2% to GDP and employs over 45 million people, is expected to see its share in the economy nearly double by the end of the decade. Technical textiles will play a pivotal role in this growth. The segment, valued at US$ 29 billion in FY24, is projected to expand rapidly, reaching US$ 45 billion by 2026 and continuing on a strong trajectory thereafter. Within this, Mobil tech textiles for automotive use are expected to nearly double from US$ 2.32 billion in FY25 to US$ 4.57 billion by FY33, driven by the rise of electric vehicles and demand for advanced materials.
