Oil India, NIL enter into agreement for increasing supply through Numailgarh-Siliguri pipeline

Oil India Limited (OIL), one of the oldest oil and gas companies in India, and Numaligarh Refinery Limited (NRL), OIL’s material subsidiary company, signed a new long-term Definitive Agreement on Wednesday to transport additional petroleum products via OIL’s Numaligarh-Siliguri Product Pipeline (NSPL) following the completion of the Numaligarh Refinery Expansion Project.

The Agreement will be applicable for 25 years beginning with the initiation of expanded pipeline operations.

Currently, OIL evacuates 1.72 MMTPA of petroleum products through NSPL and delivers them to the NRL Marketing Terminal in Siliguri.

Since its incorporation in 2008-09, the NSPL has functioned as a lifeline for transporting products from NRL’s Refinery to the Siliguri Marketing Terminal for distribution to various demand centres in eastern and northern India.

In keeping with Northeast India’s Hydrocarbon Vision 2030, NRL is carrying out the Numaligarh Refinery Expansion Project, which will increase capacity from 3 to 9 MMTPA.

Dr Ranjit Rath, CMD of OIL and Chairman of NRL, praised both companies’ efforts in drafting the Definitive Agreement, “which will go a long way in facilitating the movement of petroleum products to Siliguri & beyond, thus driving the growth patterns of energy availability in the days to come,” according to an exchange filing.

To evacuate NRL’s additional petroleum products through the existing NSPL, OIL, and NRL signed an MOU in December 2020, under which OIL agreed to invest in increasing the capacity of the NSPL from 1.72 MMTPA to 5.50 MMTPA by establishing additional booster pump stations and other facilities at various pump stations along its right of way.
