IPO-bound Ullu's Content Raises Concerns, Prompting IT Ministry Action

The National Commission for Protection of Child Rights (NCPCR) has pressed the IT ministry to take action for allegedly hosting sexual content that shows school-age children and for making sexual content easily accessible to minors. Ullu, an OTT platform that is headed for an IPO and offers films and series aimed at an adult audience, has courted controversy in this regard.

The Ministry of Electronics and Information Technology has been requested by the national child rights body to take action against Google and Apple in addition to enforcing stronger Know Your Customer guidelines for users using Ullu and similar programmes on app stores, in a letter dated February 27.

This occurs at the same time that Ullu, which has more than 20 lakh users, files draft documents with the BSE SME in order to fund ₹150 Crore via a public offering. With the money made, Ullu intends to create material for the big screen and then distribute it to smaller ones.

Of the IPO revenues, Ullu intends to invest ₹30 Crore in the creation of new content. It spent ₹31 Crore on content in FY23 as opposed to ₹26.5 Crore the previous year. According to the draft IPO papers, its production cost increased from ₹3.7 Crore in FY22 to ₹9.5 Crore in the most recent fiscal year.

The company has increased the yearly subscription plan from ₹198 in 2020 to ₹459 in recent years as a result of the platform's growing content catalogue.
