NATIONAL HANDICAPPED FINANCE AND DEVELOPMENT CORPORATION ANNUAL REPORT 2009-2010 MANAGEMENT DISCUSSION AND ANALYSIS 1.1. OBJECTIVES: The main objectives of the Corporation in gist are as under: i) Promoting economic development activities and self-employment ventures for the benefit of persons with disability. ii) Extend grant for the persons with disability for up-gradation of their entrepreneurial skill for proper and efficient management of self- employment ventures. iii) Extend loan to persons with disability for pursuing professional/ technical education leading to vocational rehabilitation/self-employment. iv) To assist self-employed individual with disability in marketing their products. 1.2. SCHEMES OF THE CORPORATION: Your Corporation has framed various schemes involving credit based as well as non-credit based activities for the benefit of persons with disabilities. These schemes are mainly implemented through State Channelising Agencies (SCAs) nominated by the State/UT Government(s) and Non Government Organizations (under Micro Credit Scheme). Salient features of schemes of the Corporation are as under: 1.2.1. CREDIT BASED SCHEMES: The credit based schemes include financial assistance in the form of concessional loans on convenient terms for setting up income generating activity to all eligible Indian Citizens with 40% or more disability, between 18-60 years of age, having annual income below Rs. 5,00,000/- (Rupees Five Lakhs only) per annum in urban areas and Rs.3,00,000/- (Rupees Three Lakhs only) per annum in rural areas. NON CREDIT BASED SCHEMES: Your Corporation carries out the following non-credit based schemes in the interest of Persons with disabilities. These activities include the following: I. Grant for conducting/sponsoring the training under the scheme of Skill & Entrepreneurial Development. II. Sponsoring the beneficiaries to various Exhibitions & Fairs as marketing assistance providing wider exposure for skill upgradation. III. Funds are provided to State Channelising Agencies (SCAs) for organizing workshops and conferences to sensitize the officials involved in implementation of schemes for the target group and awareness creation amongst the state/district level functionaries. IV. Funds are made available to SCAs for advertisement and publicity of schemes of the Corporation for benefit of persons with disabilities. 1.2.3. REPAYMENT PERIOD: Loan assistance under schemes of the Corporation are to be repaid within maximum period of ten years except loan for professional / educational / training courses, where the repayment is to be made within 7 years after commencement of repayment. In case of Micro Credit Scheme the repayment is to be made within 3 years. 1.2.4. IMPLEMENTING AGENCIES: Funds of the Corporation are channelized through State Channelizing Agencies (SCAs) nominated through respective state/UT Government. These agencies interalia, play the vital role of implementation of schemes of the Corporation for the benefit of target group in the respective States/U.T.s. The Corporation has been pursuing with certain States/UTs where the State Channelizing Agency (SCA) is yet to be operational. The list of State Channelizing Agencies of the Corporation in different States/UTs is at Annexure-I. Loans have also been channelized through Bank (Punjab & Sind Bank under collaborative agreement). 2. PERFORMANCE OF THE CORPORATION: 2.1. DISBURSEMENT OF LOANS: The Corporation has been able to increase the disbursement of loan as well as coverage of beneficiaries during the year under review as compared to the previous financial year 2008-09. DISABILITY-WISE DISTRIBUTION OF LOAN MADE DURING THE YEAR: The Corporation aims at serving all categories of persons with disabilities and no special preference is attached to particular category of persons with disabilities. However, it has been observed that major part of the loan off take is for the benefit of OH category amongst the target group. State wise distribution of loans during the financial year 2009-10 with comparative details for the previous financial year 2008-09 is at Annexure-II. 2.1.6. TOP THREE STATES IN TERMS OF DISBURSEMENT OF LOANS DURING 2009-10: The Corporation has been pursuing with its State Channelizing Agencies for increasing the coverage of target group in their respective states under schemes of the Corporation. PROGRESSIVE ACHIEVEMENTS: The Corporation has shown progressive achievement in various fronts over the past years. These are as under: 3.1. EQUITY RECEIVED VIS-A-VIS DISBURSEMENT OF LOANS: The Corporation has received Equity Support of Rs.116.80 Crores (Approx.) from Government of India till 31st March, 2010 whereas Rs.233.70 Crores have been disbursed till that date. This has been made possible by plough back of surplus funds and effective recycling of funds by way of loans for the benefit of the target group through the SCAs. PERFORMANCE RATING VIS-A-VIS TARGETS IN MOU 2008-09: The Corporation had executed the Memorandum of Understanding for financial year 2008-09. Overall achievements of the Corporation during the year 2008-09 in respect of various parameters were examined and rated as Very Good by Department of Public Enterprises in the scale of five classifications i.e. Excellent, Very Good, Good, Fair and Poor. 3.5. ACHIEVEMENT OF MOU 2009-10 TARGETS: The Corporation has achieved most of the targets set out in (Memorandum of Understanding) MOU 2009-10 in excellent category. Achievements of the Corporation in respect of MOU targets for the year 2009-10 are set out at Annexure-III. 3.6. EXECUTION OF MEMORANDUM OF UNDERSTANDING 2010-11: The Corporation has executed the Memorandum of Understanding (MOU) with Ministry of Social Justice & Empowerment, Government of India, (the Administrative Ministry) setting out targets for the financial year 2010- 11. The targets set out in the MOU for 2010-11 is at Annexure-IV to this report. 4.1 MARKET INTERVENTION MEASURES: The Corporation assists the beneficiaries in participating in fairs/exhibitions at local/state/National and International level as market assistance measure. The Corporation provides the space, reimburses traveling & accommodation expenses, part of carriage cost for goods and also provides daily allowances for the beneficiary and escort for participation in these fairs. The beneficiaries are exposed to market opportunities through their participation in these events. Such participation also showcases the abilities of the target group for the awareness of general public. 4.1.1. NATIONAL LEVEL EXHIBITIONS: During the year 2009-10, the corporation assisted beneficiaries in participation in National level exhibitions like, IITF, New Delhi and Shilpotshav, Dilli Haat, INA, New Delhi. Details in respect of participation of beneficiaries in National level exhibitions during 2009-10 is as under: Sl. The products placed by beneficiaries at the exhibitions included Applique work, Incense sticks, Candles, Ready-made Garments (stitch work & embroidery), Saree/suits & soft toys, leather work, ladies fancy chapel and shoe items, Artist/painting, Artificial Jewelry, Handloom items, Zari/Embroidery suits & shawls, Paper lampshade, Decorative seashells and wooden items etc. 4.1.2. STATE/DISTRICT LEVEL EXHIBITIONS: Apart from National level exhibitions stated above; the Corporation also assisted beneficiaries in participating in various State/District level exhibitions during 2009-10. Four local fairs of Chhattisgarh 07 The beneficiaries from Haryana, Chandigarh, Orissa, Uttar Pradesh, Rajasthan and Chhattisgarh had been assisted for participation in the exhibitions stated above. The beneficiaries displayed and sold various products like; Applique work, Artificial Jewelry, Handloom items, Zari/ Embroidery suits & shawls, Paper lampshade etc. 4.2 ASSISTANCE FOR SKILL & ENTREPRENEURIAL DEVELOPMENT: The Corporation understands that in the competitive market conditions at present, the target group may not be able to successfully carry out self- employment ventures/activities in the absence of proper/ required skills. Hence, the Corporation has put special thrust on addressing this area of concern. Till date, the Corporation has organized 36 EDP/skill development trainings in 16 states covering 794 persons with disabilities. During the year 2009-10, 24 EDP & skill development trainings were organized in 14 states covering 557 persons with disabilities. Details of EDPs & Skill Development Trainings organized during 2009-10 is at Annexure-V. 4.3. NATIONAL/REGIONAL CONFERENCES: The Corporation believes in meaningful discussions with the implementing agencies concerning effective implementation of schemes for the benefit of persons with disabilities. With the said objective, the corporation had organized a National Level Conference on 4 th September, 2009 at Mirja Galib Hall, Scope Complex, Scope Convention Center, 7 Lodhi Road, New Delhi-110 003. Honorable Minister of Social Justice & Empowerment had graced the event by inaugurating the same and amongst others, CEOs/representatives of 24 SCAs participated the conference. Based on deliberations of the National Conference, initiatives were taken for improvement in Lending Policy of the Corporation. Also, many issues pending since long time were sorted out. The major areas are: - Clearance of overdue by Mahila Vikas Samabaya Nigam, Orissa, the State Channelizing Agency in Orissa. - Execution of General Loan Agreement between the State Channelizing Agency in Mizoram and this Corporation. - Government of Haryana gave assurance for furnishing Additional Government Guarantee. - The State Channelizing Agency in Meghalaya initiated the process of implementation of schemes of the Corporation and sent proposals. In addition to the above, two regional level conferences were organized by the Corporation, one at Gandhinagar, Gujarat (on 7 th December,2009) and the other at Bhubaneswar, Orissa (on 6 th November,2009) to discuss on specific issues in the implementation of NHFDC schemes in the states located in the region. 4.4. WORKSHOPS: The corporation conducted workshops states/UTs for discussion and dissemination of information concerning implementation of welfare schemes of the Corporation. During the year under report, the Corporation had conducted 11 workshops covering Chhattisgarh, Jammu and Kashmir, Jharkhand, Chandigarh, Kerala, Orissa, Madhya Pradesh, Haryana, Tamil Nadu, and West Bengal. 4.5 MONITORING AND FIELD INSPECTIONS: During the financial year 2009-10, the corporation had carried out field inspections through its officials. Officials of the corporation had inspected 24 Non-Government Organizations and beneficiaries assisted by them. Also, beneficiaries in six states assisted through State Channelising Agencies were visited. During the year, total 209 Beneficiaries were visited by officials of the Corporation. The inspection of beneficiaries by officials of the Corporation not only serves as a monitoring mechanism, but helps them to understand the ground realities and in the process they also get sensitized to issues concerning the target group. The inspection of beneficiaries included those assisted through State Channelising Agencies as well as Non-Government Organizations. In the case of beneficiaries assisted through State Channelising Agencies; inspections were carried out in Gujarat, Maharashtra, Tamil Nadu, Andhra Pradesh, Haryana and Madhya Pradesh. Broadly the following were observed during field inspection of beneficiaries assisted through State Channelising Agencies in the aforesaid states: - 83% of the units were found to be operational. - In respect of all the states stated here in above, the beneficiaries (in general) received the loan amount in time, i.e. within stipulated period of 90 days from the date of disbursement of loan by your Corporation; except in Maharashtra where delay was observed in release of loan to the beneficiaries (in certain cases, the delay was upto one and half years). - The repayment from beneficiaries were not strictly as per schedule with few exceptions. In Maharashtra, the recovery of dues from the beneficiaries have been adversely affected due to non-issue of demand notices by the State Channelising Agency coupled with the effect of Karz Maphi Yojna announced by the State Government. The officials of the Corporation visited 24 NGOs during the year. Broad findings of the inspection carried out in respect of NGOs were as under: - 15 NGOs were found operating from the address available in NHFDC records while address of 9 NGOs could not be traced by the officials during the visit. - Inspecting officials had explained the NGOs the importance of regular repayment and Rs. 5.23 lacs were received from these NGOs. - Few NGOs informed that they are unable to make repayments as the beneficiaries are not making repayments due to factors like drought and Tsunami. Out of the nine NGOs that could not be traced, one NGO has already paid the dues and another NGO has paid 75% of the demanded dues of the Corporation. The Corporation has already initiated actions against the defaulters amongst the aforesaid NGOs like, black-listing the same. Information regarding these NGOs have already been sent to Central/State funding agencies, International funding Agencies, State Welfare Secretaries, State Social Welfare Board of concerned states. Also. District Magistrate/Collectors of concerned districts have been requested to take necessary action for tracing these defaulter NGOs and recovery of dues of the Corporation. The Corporation is also contemplating various options for adjustment of dues against available security including filing of legal suits. 4.6. FUNCTIONING OF STATE CHANNELISING AGENCIES (SCAs): The contribution of SCAs in disbursement of loans to the target group under schemes of the Corporation vary widely. The off take of loan depends on various key factors like, repayment of dues, utilization of loan, availability of Government Guarantee cushion etc. The corporation continuously follows up with the State Government Authorities and the concerned State Channelising Agency so that the flow of funds for the benefit of the target group is maintained. The performance/contribution of the SCAs in disbursement of loan in the preceding two financial years is at Annexure-VI. 4.7. NATIONAL AWARD FOR THE BEST STATE CHANNELISING AGENCY OF THE CORPORATION: National Award for the Best State Channelising Agency of the Corporation had been instituted on the request of the Corporation in order to encourage the SCAs of the Corporation to put their best efforts for implementation of schemes of the Corporation for the benefit of the target group and award the SCA in recognition thereof. Tamil Nadu State Apex Co-operative Bank had been bestowed with the National Award from Honble President of India as the Best SCA of the Corporation for the year 2008-09. Board of Directors express heartiest congratulation to the SCA for the good work put forth by it. It is expected that the SCA shall continue the good work and maintain the tempo in the matter of implementation of schemes of the Corporation in the best interest of the target group. 5. FINANCIAL HIGHLIGHTS: 5.1.1. TURNAROUND FROM DEFICIT TO SURPLUS: The Corporation has posted surplus of income over expenditure to the tune of Rs. 2.74 Crore as compared to deficit of Rs. 2.88 Crore in the preceding financial year 2008-09. The following improvements have also been noted in respect of the financial performance of the Corporation: * Administrative Expenditures for the year 2009-10 has reduced by Rs.39.94 lacs as compared to financial year 2008-09. * Income from loans has increased by Rs.48.39 lacs during the financial year 2009-10 over the previous year. * The recovery (repayment of dues) has increased to Rs.12.99 Crores during the financial year under review as compared to Rs.10.39 Crores during the preceding financial year 2008-09. 5.1.2 INCOME: The Corporation has shown improvements in respect of revenue from core activities. The income from loans has been showing increasing trend in the past three years, as stated in the following graph; Income from Loans: Financial Year in Rs. APPROPRIATION OF SURPLUS: Since the Corporation is a Section 25 Company, it is not required to declare dividend and therefore, the entire surplus amounting to Rs.2,74,75,731/- has been transferred to General Reserves account of the corporation. As at 31.3.2010, the General reserves stood at Rs.26,02,97,243/-. 6.1. SCHOLARSHIP TO STUDENTS WITH DISABILITIES: The Administrative Ministry entrusted the Corporation for administering National scholarship scheme for persons with disabilities from the year 2009-10 onwards. The corporation not only used the conventional mechanism of advertisement in newspapers, but made use of the network of State Channelising Agencies (SCA), reputed Non-Government Organizations, various associated Government Authorities, website of the Corporation and that of the SCAs, etc. to ensure wide publicity of the scheme throughout the country. As result of these efforts, 3305 applications had been received from 28 States/ UTs. These applications were examined by the Corporation and the Scholarship Sanctioning Committee (SSC) has recommended for awarding National Scholarship -10 to 284 students covering 19 states and involving Rs.35,04,714/-. The Corporation has already disbursed the scholarship amounts to the awards. 6.2. SCHEME FOR REHABILITATION OF MANUAL SCAVENGERS (SRMS): Government of India has aimed at doing away with manual scavenging and the Scheme for Rehabilitation of Manual Scavengers (SRMS) was implemented as a matter of National Priority. The Corporation contributed to this National cause and co-ordinated implementation of the scheme in Delhi through its State Channelising Agency in Delhi i.e. Delhi SC/ST/OBC Minorities Handicapped Finance Development Corporation (DSFDC). The main components of the scheme were skill training and financial assistance (loan and subsidy) for self employment, as per details as given below:- i. Skill training for a period upto one year, with payment of stipend @ Rs. 1000 per month. ii. Loan at concessional rate of interest for self employment projects costing upto Rs. 5 lakhs- provision of interest subsidy to provide for the gap between the banks rate of interest and the rate of interest provided under the scheme (4-6%). iii. Capital subsidy @ 50% of the project cost, for projects upto Rs. 25000/- and @ 25% for projects above Rs.25000 with a minimum of Rs. 12500/- and maximum of Rs. 20000/-. For the aforesaid purpose, the Corporation had received Rs. 266.00 lakhs from National Safai Karamcharis Finance Development Corporation (NSKFDC). One thousand and eighty five (1085) scavengers were identified in the state of Delhi as per survey conducted by Department of Social Work, Delhi University in August 2007. NHFDC successfully coordinated with DSFDC and completed implementation of SRMS in Delhi by the target date (revised) i.e. by 31.03.2010. The Government of NCT Delhi has confirmed completion of the scheme vide D.O. letter no. F-7(5)/07-08/CS/2299 dated 16.4.2010 from Chief Secretary, Govt. of NCT, New Delhi to Secretary to Govt. of India, Ministry of Social Justice & Empowerment. The details of scavengers covered are as under:- * Total number of scavengers identified in NCT of Delhi-1085 * Number of scavengers provided training-100 Scavengers * Number of scavengers, (who) could not be covered due to various reasons- 548 * Number of scavengers provided loan-537 (70 after training & 467 without training) * Amount of capital subsidy released - Rs.65.29 lakhs (537 scavengers) NHFDC has been monitoring the scheme by continuous field inspection of assisted scavengers. 7.1. HUMAN RESOURCES: The Corporation has been able to carry out its activities with the available work force of 32 employees, which is below the sanctioned strength. EMPLOYMENT OF PERSONS WITH DISABILITIES, SCHEDULED CASTES, SCHEDULED TRIBES, OTHER BACKWARD CLASSES: The information pertaining to representation of persons with disabilities in the employment of the Corporation as at 31.3.2010 is at Annexure-VII to this report. SURVEILLANCE AUDIT UNDER ISO CERTIFICATION: ISO 9001: 2000. A Surveillance Audit in respect of Quality Management System of the Corporation was carried out by Quality Auditors appointed by Bureau of Indian Standards (NR), Chandigarh on 27 th January, 2010. Based on the audit, the Certifying body recommended continuation of ISO Certification. 8.2. RAJBHASHA IMPLEMENTATION: The Corporation encourages the use of Rajabhasha in office works. Hindi Pakhwara was celebrated in the Corporation in September, 2009. Various competitions were organized during Hindi Pakhwara. During the year, many documents/letters of your Corporation were translated into Hindi. Quarterly meetings of Official Language Implementation Committee of your Corporation were regularly held in which progress of use of Hindi was reviewed. All printed materials about the schemes of the Corporation for the benefit of persons with disabilities are published in Hindi. The website of the Corporation (www.nhfdc.org) is maintained both in Hindi and English. The Corporation is publishing quarterly news-letter containing among other things, important information about the Corporation, lending policies, etc., both in Hindi and English. Chairman-cum-managing Director had personally visited Uttarakhand, Chennai (Tamil Nadu), Itanagar (Arunachal Pradesh), Gangtok (Sikkim), Visakhapatnam (Andhra Pradesh), Jammu (J&K) and Goa during 2009-10 and held discussions with officials of the concerned State Channelising Agency and State Government Authorities concerning implementation of schemes of the Corporation in these states. Apart from this, the issues concerning implementation of schemes of the Corporation had been taken up with State Government Authorities through Joint Secretary (DD), Ministry of Social Justice & Empowerment, Government of India. D.O. letters had been sent from Joint Secretary (DD), Government of India, Ministry of Social Justice & Empowerment to Chief Secretaries of Kerala, Karnataka, Bihar, Delhi, Madhya Pradesh, Maharashtra, Uttar Pradesh, Haryana and Andhra Pradesh for addressing issues hindering the lending to concerned State Channelising Agencies. Also, he had written to Principal Secretary, Social Welfare Department of West Bengal and Gujarat for addressing relevant issues concerning implementation of schemes of the Corporation in the state.
